Training for PBP team conducted
YINGKIONG Mar 16: Training for Postal Ballot Paper (PBP) Team for ensuing Lok Sabha and Assembly elections was conducted at Yingkiong, Tuting, Mariyang and Geku today.
At Yingkiong Master Trainers Dr. K Dai, DMO and Starlie Jamoh, EAC imparted the training in the Tourist Hall through power point presentation and annual handbook. Nine houses gutted down at Hapoli
ZIRO, Mar 16: A devastating fire engulfed 3 SPT and 7 OBT houses and partially damaged a RCC building and injuring three people at Paraline bazaar, Hapoli last night. The fire was suspected to have been caused by a candle light at 7.30 pm which later engulfed the neighbouring houses most of which were of OBT type.
The fire department could not manage to reach the spot in time and to control the fire from spreading further.
Out of three injured one Jambey Dorjee, IRBN braved and risked his life during the rescue operation and was hit by a bursting cylinder. He is critically injured and is undergoing treatment in the district hospital, Ziro. The other two persons escaped with minor injuries.
Deputy Commissioner KM Uppu, along with ADC R K Borthakur, CO Marina Siram , DDMO Nima Drema rushed to the spot and mobilized the rescue and evacuation. The district magistrate also handed over a sum of Rs 2700 to the victims. DIPRO
Training on piglet management held
ITANAGAR, Mar 16: Training on piglet management was organized by KVK Papum Pare on March 14. Dr. Tilling Tayo, Subject Matter Specialist (Animal Science) KVK, Papum Pare encouraged the farmers to rear pig in scientific way. He exhorted that with the advancement of science the knowledge of farmers about scientific management of farming system should also be updated to stay tune with the changing scenario.

disease management, feeding practices and record keeping, right from day one of its
birth to weaning age (2 months) as this two months of piglet management is very crucial
because key to produce healthy pig lies with the good management of piglet in early

Exposure trip to Ziro valley
ZIRO, Mar 16: A group of 27 trainees reached beautiful Ziro valley on an exposure trip to the Homestay under the sponsorship of the tourism Department of Arunachal Pradesh in collaboration with the SIRD for 2 nights on March 13 and 14. The team was headed by L. K, Kabak, Deputy Director, SIRD, Itanagar.
The visitors were taken to the various tourism spot, micro enterprises on agriculture and in typical Apatani village during their stay. An interaction session was also organized at Ziro Valley Resort at Biiri village wherein various topics were raised and discussed. A slideshow PowerPoint on various topic related to homestay were presented to give clear insight of the homestay by the NGO NGUNU ZIRO and Rural Tourism Management Committee, Ziro. Many experienced tourism stakeholders of the valley presented to make the visitors acquainted with the homestay concept.
Amongst the speaker, Koj Mama Managing Director, Brahmaputra Tours & Travel dwelt upon the health, hygiene and cleanliness in and around the homestay.
Earlier, Tater Mize, District Tourism Officer, highlighted the various activities undertaken by the tourism department to make tourism prosper in the valley. He also emphasized on the immediate need of starting homestay concept in every nook and corner of the state.
DEO holds another round of meet with nodal officer
AALO, Mar 16: As the Parliament and Assembly Elections draw closer, the West Siang DEO, M K Sahoo convened another round of meeting with Superintendent of Police and all Nodal Officers of Election to finalize scheme of things to keep in readiness for the conduct of election at his office Chamber yesterday.
Since many of the working hours have been wasted to gear up the preliminary election works in time due transfer and posting of the administrative officers at various levels, he asked all election related officers to carry their assigned duties and responsibilities in a war footing manner. He exhorted all officers to work in close coordination and share views with each other on election related issues.
The Superintendent of Police, Rajesh Kumar also urged the Nodal Officers to keep in touch with police department on derailment of police personnel on law and order, inspection and raids.
Meanwhile, the DEO has also finalized the rates of different electioneering items in consultation with the political parties in a meeting held at conference hall. Hiring charge of loud speaker, construction of podium, pendal, posters, hoardings, erection of gates, audio cassettes CDs, erection of arches, daily hiring charges on various categories of vehicles, hotel room charges, hiring of furniture etc. for calculating the expenditure of each political parties.
The raid and seizure of illicit liquor by the Liquor Monitoring team along with Flying Squad team lead by M Kakiki Town Magistrate, Oli Perme EAC and Teli Ngomdir Superintendent Tax and Excise continuous in different locations of Aalo township and adjoining villages. He informed that all the officers of the state capital have been placed in a standby position for reinforcement to various districts of the state. This decision has been taken in view of simultaneous polling in the state where there is manpower deficit in most of the districts as the earlier plan was for single election. Simultaneous election has completely different dimension and management of a simultaneous poll is a strenuous and confusing job hence polling personnel has to be doubled this time, he added.
Assuring to ensure safety and comfort of the officials engaged in the election process, he reiterated that all government officers are deemed to be on deputation to Election Commission of India and can be engaged as polling personnel any time and asked them to be prepared to be reinforced for any part of the state.
Over11000 polling personnel will be required for 2158 polling stations of the state, out of which 674 have no road connectivity requiring foot march of 1 to 8 days, the CEO informed. Upper Subansiri including Raga Assembly Constituency of Lower Subansiri district has 244 polling stations and 10 polling stations have lower than 8 voters in the state. This time, instead of Election duty certificate only postal Ballot papers will be issued for which polling personnel need to apply and vote before departing to their respective place of duty.
For the first time ‘none of the above’(NOTA) option has been included in the EVM for the voters to express their displeasure of all the candidates in the list.
Surprisingly, none of the officials from the election department and trainees had working experience of a simultaneous poll where EVMs were used to share their experience.
DC Itanagar Capital Complex, Mige Kamki, who coordinated the training, while welcoming the officers said officers can be engaged as polling personnel, team of flying squad and as micro observer and advised them to ever ready for engagement.

Intensive checking drive continues at Bomdila
DIPRO adds from BOMDILA: The raid and checking drive against MCC violation and seizure of materials by the Flying squads and the Static Surveillance Teams have been intensified as the countdown began after the election notification yesterday. Though nominations have not yet been filed by any candidate so far in the last two days, endeavors are on for detecting cases of MCC violations and surprise checks and seizures are being conducted. A total of 41 bottles of illegal liquor were seized the day before.
In such a move today at 64 Point under Bomdila, the Magistrate and the police team while trying to unearth illegal liquor, arms & ammunitions and cash above the prescribed limit, found 14 vehicles with incomplete documents against which a total of Rs. 5900 was realized as fine and the process of which was completely video graphed. Such routine and the surprise checking would continue till completion of the election process.

World Consumers Rights Day celebrated at Boleng
BOLENG, Mar 16: The Department of Legal Metrology and CA, East Siang district celebrated World Consumers Rights Day with two days programme at Paman Club, Boleng on March 15 and 16.
As part of celebration, the department has conducted exhibition cum demonstration on various consumer products of day to day use to educate people with special reference to product standardization, product imitation, food adulteration, misleading advertisement, credibility of discount sale, use of nonstandard units etc.
Attending the inaugural function on March 15, Nyiken Lollen, Addl Deputy Commissioner, Boleng while asking people to derive maximum benefits from the exhibition cum product demonstration, suggested them not to compromise on product quality especially on food items which may affect one’s health seriously through food poisoning. He also suggested them to take care of before buying the products by checking its labels like expiry date etc which are very important.
While discouraging the practice of manipulating MRP, Lollen urged traders not to bring spurious products into the market rather they should guide consumers especially the village people by informing the quality, expiry date etc.
Earlier, KP Tago, Asstt. Controller cum DCPO department of Legal Metrology and Consumer Affairs, East Siang district while briefing on objectives of the celebration, said that the day is being celebrated world wide with the theme ‘Consumer Rights in digital age’ in order to draw attention especially from service providers like mobile and internet but the exhibition cum product demonstration is being organized here to suit the people of interior place like Boleng.
Observing that awareness level of people as consumer is very low here in Arunachal Pradesh, he asked people to learn and get more information from the demonstration so as to protect themselves from the fraudster. Citing example of cement which has many grades for different construction works, he described people of Arunachal as very ignorant particularly in selection of products and asked traders to cooperate the consumers by helping them to make right choice.
The programme was also attended by EAC Boleng/Rebo Gamtum Padu, EAC Riga Ejum Angu, EAC Panging T. Jonnam, CO Kebang R. K. Sona, Boleng OC Ahmed, PRI Members, Traders, public and students.
Impressed by the product demonstration especially on product imitation and use of LPG, Tabang Mitang who visited the Exhibition on first day said he will publicize it to people of Boleng to visit the Exhibition while Asstt. Bazar Secretary Taram Tamin desired that a Legal Metrology unit is set up at Boleng to look after all such activities.

Block level awareness cum workshop & handing over water supply asset to PRIs concludes
KHONSA, Mar 16: A block level awareness workshop on “Management of drinking water supply and sanitation, role of PRIs & handing over of water asset to PRI’ was organized by Public Health Engineering and Water Supply Division, Khonsa on March 15 at Lazu concluded successfully.
Doi Tarak, Consultant, PHE & WS Division, Khonsa through a Power Point presentation detailed about role of PRI and VWSC in the management of drinking water supply and sanitation. He stressed on the need for involvement of PRIs in implementation of NRDWP & NBA programme. He added that after completion of water supply scheme in a village/ habitation, the NRDWP guidelines recognize and make a provision to hand over the responsibility for operation and maintenance of intra village drinking water supply asset to PRIs. He informed that FC status is given to those habitations/ villages/ GPs which achieve 55 lpcd under coverage of NRDWP or completed scheme in village/ habitation.
He disclosed that as of now the GPs/ villages, New Kothung, Old Kothung and Tutnyu have achieved FC status. The water supply asset created under these villages will be handed to VWSC/ PRI.
Highlighting the water quality, he disclosed SODIS (Solar Disinfection) technology wherein disinfection of water can be done using only sunlight and transparent plastic bottles of about 6 cm diameters. Filled bottles are exposed to the sun for about 6 hours where UV rays from sunlight pass through the bottle and kills microbes. He also added that SODIS is a free and effective method to disinfect water, usually applied at the household level and is recommended by the World Health Organisation as a viable method for household water treatment and safe storage.
While handing over water supply asset to Nokjam Halang, Pindam Hangshik and Weman Kuma respectively GPCs of Old Kothung/ New Kothung and Tutnyu resource person Er YK Singh, AE, PHESD, Khonsa gave detail note on composition and functions of VWSC, BRC, DWSM & SWSM in power point presentation.
To achieve drinking water security and sanitation, the GP, have to form VWSC (Village Water Sanitation Committee) to mobilize communities, educate them and ensure that they get the necessary training and technical support from District Water and Sanitation Committee (DWSC) and Block Resource Center (BRC) he added.
Lampang Wangsa, Consultant, PHE & WS Division, Khonsa gave detailed about different types of low cost sanitary toilets through power point presentation. He elaborately explained on how to construct, cost involvement, longevity and sustainability of the toilets.
Ngonong Kitnya, ASC, Lazu encouraged the participants to give important and attention to such kind of training for the welfare of community. He expressed his gratefulness to PHE & WS department.

Motivational workshop for veterinary professionals held
ITANAGAR, Mar 16: State Veterinary Council of Arunachal Pradesh in collaboration with department of Animal Husbandry, Veterinary and Dairy Development has organized a seminar cum motivational workshop for veterinary professional here recently. The organization of the seminar is a mandatory affair which is funded by the Government of India under Veterinary Council of India as a part of Continued Veterinary Education under the Central Sector Scheme (CSS) Professional Efficiency Development with an aim to upgrade the skill and competence of Veterinarian of the state for better service delivery.

He also informed that AICRP on FMD is trying to develop a new vaccine in collaboration with Indian Institute of Technology with the help of nano technology. This was followed by motivational workshop conducted by the world renowned motivational speaker Paul Robinsion of Bangalore. Altogether 80 officers and officials of veterinary department attended the motivational workshop.
Success of elections depends on polling personnel: DEO
ZIRO, Mar 16: The 2nd phase training for polling personnel and sector officers was held in Ziro today. Addressing the trainees DEO KM Uppu said that, Elections are the biggest team work and training is one of the most important components under ECI. He exhorted for absolute attendance during the training. Simultaneous elections are a big challenge, it will require a dedicated team work and effort from all the officials, he added. He urged all to work together to strengthen democracy. Success of elections mostly depends on the polling and the presiding officials. He reiterated the need for a fair and free election and asked the officials to be impartial and keep away from any affiliations. He advised the presiding and the polling officials to be in touch with the respective sector officers for the smooth conduct of the elections. SDO (Election) Chuku Taker said that there would be lots of difficulties during the conduct of elections and advised the officials to be impartial.
The training was attended by polling/ presiding officials of both 16 Yachuli and 17 Ziro Hapoli ACs. Collection of election papers, formation polling parties, layout of polling booths, preparation of EVMs, ceiling of election papers for receiving centers etc were few of the topics elaborated in detail today. The next phase of trainings will be conducted on 23rd and 30th of this month. Mock poll/ hands on EVMs will be conducted on 19th of this month. DIPRO
JNC NSS unit conducts annual special campaign
PASIGHAT, Mar 16: The NSS Unit of J N College, Pasighat with the motto “Not Me, but
You” successfully conducted its annual special camping programme-
Altogether 250 volunteers participated in the programme which was guided by the Programme Officers, W.G. Gyana and T. Payum.
During the camp, the link road approx. 850 metres between the Hanging Bridge I and Hanging Bridge II of the village was constructed by clearing the jungles. The drainage system along the road was also cleared. The said road will improve the connectivity of the village and is considered as the lifeline by the villagers.
There was an interaction session between the villagers and the NSS volunteers in
which education, poverty, health & hygiene, entrepreneurship, economy of the village
and state were discussed. Earlier, the Programme Officers briefed the volunteers
and the villagers about the aims and objectives, functions and relevance of National
Service Scheme (NSS). A friendly volleyball match was also played between village
youths and volunteers. Cultural Programme of the camp became the centre of attraction

Kurung Kumey gears up for elections
ITANAGAR, Mar 16: Gearing up for the forthcoming Lok Sabha and the state assembly elections, the District Election Officer, Kurung Kumey, Pige Ligu today held a meeting with all the administrative officers of the district and the security forces to take stock of the poll preparedness.
Keeping in mind the infamous incident related to election in the district, the DEO urged all the administrative officers to liaise with the security forces deputed in their respective areas to take utmost care to prevent any incidents of violence. He also briefed everyone about the latest instructions issued by the commission; setting up of control room and movement plan of polling team.
The DEO along with the ARO Koloriang, Tamuna Messar, imparted training to the officers appointed as sector magistrates for the district. Emphasizing on the role of a magistrate for smooth conduction of elections, he appealed all the officers to discharge their duties without biasness towards any party.
Meanwhile, training of the polling team for Kurung Kumey district is fixed on March 18 and 19 for Palin and Nyapin and March 21 and 22 for Tali and Koloriang. The DEO Kurung Kumey has ordered all the government staffs posted in the district to report to their posting places to attend the training without fail. Training will be imparted in three centers’; Palin, Nyapin and Koloriang for the convenience of the government staffs.

Unacceptable behaviour
Dear Editor,
Yesterday an unbelievable act was committed by CRPF jawans in the lone centurion town of Pasighat. Two boys were coming back to Pasighat after constructing house at Berung village. They were stopped by a CRPF jawan and soon jawan started to ask for driving license and Dao license. It is a law that every driver should have driving license but how can one show Dao license? They were physically tortured and forced to wait for about 10 minutes to get back their bike's key. The CRPF jawans are here for betterment of society and such behavior is unexpected of them.

Remuneration should be properly paid to polling officials
Dear Editor,
Through the column of your esteem daily, I would like to share a very important topic
related to the honorarium/remuneration of officials deputed in election duty. Since,
2003 I have been deputed in various election duties and have attended numerous elections
training, but never got that much of remuneration/honorarium as mentioned in the
standing Election Commission's Order No. 218/4/96/PLN-
I am sure that Chief Electoral Officer of Arunachal Pradesh is well aware and knows better than me about this order and hope that he will certainly initiate necessary action as per the para 4 of the said order. I, on behalf of polling officials also request the District Election Officers/Returning Officers to kindly serve this minor but important responsibility by abiding the para 2.4 of the afore mentioned order of Election Commission of India for the interest of polling officials.
Further, it is worth to be mentioned here that everyday many election related press releases, circulars, notice and orders are published in the local dailies but a single notice related to honorarium/remuneration of polling officials has not been published or issued by the Chief Electoral officer or District election officers/Returning Officers till date.
Lastly, it would be better if the honorarium/remuneration of public servants (polling Officials) is credited in their bank account for better transparency like in other states.

Congress sprung surprises
The Congress list of candidates for 60 member Arunachal legislative assembly election to be held on 9 April sprung few surprises. Decision to deny party tickets to sitting MLAs of recently dissolved assembly like PD Sona, Ralom Borang, Tani Loffa and Atum Welly did raised few eyebrows. Especially denying of Congress ticket to Tani Loffa, who was considered to be loyal supporter of Chief Minister Nabam Tuki surprised everyone.
